Competent authorities are responsible for registering and installing, viewing information and selecting investors for PPP projects as per the instructions provided below.

In the event of a digital signing error caused by the use of an outdated digital certificate device that does not comply with the standards prescribed in Circular No. 15/2025/TT-BKHCN dated August 15, 2025, and Articles 1 and 2 of Decision No. 1411/Q?-BTTT dated August 11, 2016, the bidder is requested to promptly contact its digital certificate service provider for an upgrade or replacement of the device. The bidder shall bear full responsibility for any bidding failure or delay resulting from the use of a non-compliant digital certificate device as mentioned above.
